Sarah Radelet, AICP
Principal Planner, Owner & Founder
Sarah began working for the City of Portland, Planning Bureau while obtaining her BA in Community Development from Portland State University. She worked for the City for 14 years where she excelled at analyzing project plans against the zoning code, coordinating productive meetings with 20+ attendees with diverse interests, and identifying and implementing process improvements to increase efficiency. In 2015, after a stint building a house and living out of the county, Sarah returned to Portland to found Strata Land Use Planning. Strata’s work focuses on early zoning code analysis to guide development plans, ongoing review of plans to ensure compliance with zoning code requirements, problem-solving when zoning issues arise, and preparing and managing land use entitlements for projects in jurisdictions throughout the many cities and counties in the Portland metropolitan area.
Emily obtained a BA in History from the College of Saint Benedict and Saint John’s University, Minnesota, with a focus on urban social history and a curiosity about the interplay of communities and physical environments. After receiving her Master’s of Urban and Regional Planning from Portland State University, she spent 22 years working for the City of Portland. At the City of Portland, she reviewed a range of project types from residential to commercial, institutional, and industrial and worked on the City’s Comprehensive Plan. She then transitioned into policy and business process analysis with a focus on removing barriers and improving equitable service delivery. Emily joined Strata Land Use Planning in early 2022 to re-focus her work to connect with tangible development projects, utilizing her expertise to further clients’ goals. Emily prioritizes partnership. She values being a guide, a resource, and a contributor in realizing development projects. Emily is detail oriented while maintaining vision, and forward thinking about deliverables to keep her client’s projects on track.
Kimberly Freeman
Senior Planner
Kim obtained a BS in Environmental Science with a focus in geography and a study of land use planning in Oregon. This led to Kim’s curiosity about land use patterns and how these patterns are impacted by local, regional, and statewide planning efforts. As a result, she pursued and received a MURP from Portland State University. Kim worked for 18 years at the City of Portland’s Bureau of Development Services, focusing on implementing complex conditional use master plans and reviewing permits at Portland International Raceway, Portland Airport, and multiple schools and universities. After working for Portland, Kim spent five years working for developers focusing on residential, commercial, and industrial projects, including multiple Senior Housing projects. Kim joined Strata Land Use in 2023 to continue her consulting work. In her work with both the public and private development sectors, Kim has focused on collaboration, effective project management, and finding creative solutions when issues arise. She values being part of a strong team and contributing to successful projects.
